If eLearning should be introduced as a common, integrative part in Higher Education, a lot of changes within the normal academic “business” are associated with that. Universities must develop strategies to manage these change processes. The paper gives a short overview on a project called “Integrated eLearning Campus” (InteLeC). A large attendance within the project concerns the development of eLearning-services. These services should not replace presence-study, but rather support all processes related to it. In the long term, the project’s main objective is to support the professional development of Higher Education. In order to find appropriate strategies for that, we conducted some studies on experiences, attitudes and skills related to eLearning. Therefore we interviewed teachers, students and members of the University’s administrative staff. Based on our findings the University of Passau developed a “Passau Guide for Innovation in Media Education at Higher Education”.
